Public Hearing

NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED

NOTICE IS HEREBY GIVEN pursuant to the provisions of the Utah Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended, that on March 11, 2008, the Town Council of the Town of Manila, Daggett County, Utah (the �Issuer�) adopted a Resolution in which it authorized the issuance of the Issuer�s Water Revenue Bonds, Series 2008 (the �Bonds�) in the aggregate principal amount of not to exceed $1,000,000 to bear interest at a rate or rates not to exceed 2.50% per annum, to mature in not more than 35 years from their date or dates, and to be sold at a price not less than 99% of the total principal amount thereof, plus accrued interest to the date of delivery.
Notice of Bonds to Be Issued was published. Effective May 5, 2008, new statutory provisions apply to the issuance of bonds by the Issuer. To assure compliance with the new statutory provisions, the Issuer provides this additional notice and calls a public hearing with respect to the Bonds.
NOTICE IS FURTHER GIVEN that the Issuer calls a public hearing to be held on June 12, 2008, at 7:00 p.m. or as soon thereafter as feasible at the Manila Town offices located at 1st E. Hwy 43 in Manila, Utah. The Issuer will receive input at the public hearing with respect to the issuance of the Bonds and the potential economic impact of the proposed water system improvements.The Bonds will be issued pursuant to the Resolution and a Final Bond Resolution to be adopted authorizing and confirming the sale of the Bonds for the purpose of financing improvements to the Issuer�s water system and related improvements and paying issuance expenses to be incurred in connection with the issuance and sale of the Bonds. As water revenue bonds, no taxes are proposed to be pledged for repayment of the Bonds.
A draft of the Final Bond Resolution in substantially final form was before the Town Council and was part of the Resolution at the time of its adoption by the Town Council (collectively, the �Bond Resolutions�). The Final Bond Resolution is to be adopted by the Town Council in such form and with such changes thereto as shall be approved by the Town Council upon the adoption thereof; provided that the principal amount, interest rate or rates, maturity and discount of the Bonds will not exceed the maximums set forth above.
A copy of the Bond Resolutions are on file in the office of the Town Clerk of the Issuer in Manila, Utah, where they may be examined during regular business hours of the Town Clerk from 9:00 a.m. to 5:00 p.m., Monday through Friday, for a period of at least thirty (30) days from and after the last date of publication of this notice.
NOTICE IS FURTHER GIVEN that, for a period of thirty (30) days from and after the last date of the publication of this notice, (i) any person in interest shall have the right to contest the legality of the Bond Resolutions or the Bonds, or any provision made for the security and payment of the Bonds by filing a verified written complaint in the district court of their county of residence, and that after such 30-day period, no one shall have any cause of action to contest the regularity, formality or legality thereof for any reason, and (ii) registered voters within the Issuer may sign a written petition requesting an election to authorize issuance of the Bonds. If written petitions signed by at least 20% of the registered voters of the Issuer are filed with the Issuer during that 30-day period, the Issuer will be required to hold an election to obtain voter authorization prior to the issuance of the Bonds. If fewer than 20% of the registered voters within the Issuer file a written petition during that 30-day period, the Issuer may proceed to issue the Bonds without an election.

NOTICE OF PUBLIC HEARING

FOR THE STATE OF WYOMING 2009 CONSOLIDATED PLAN
FOR HOUSING AND COMMUNITY DEVELOPMENT ANNUAL ACTION PLAN

The U.S. Department of Housing and Urban Development (HUD) requires that states receiving certain HUD funds prepare a Five Year State Consolidated Plan for Housing and Community Development (Consolidated Plan), a one-year Action Plan and an Analysis of Impediments to Fair Housing Choice. The State is preparing to develop a one year Action Plan for the State of Wyoming for 2009 funding. The State is providing and encouraging citizen participation in accordance with the State Citizen Participation Plan.

The purpose of the Consolidated Plan is to describe resources expected to be available to address the needs identified in the Consolidated Plan, describe the method for and geographic distribution of funds, describe the activities it plans to undertake to address housing, homeless and other special needs activities and non-housing community development activities as well as describe other actions it intends to take during the next year.

The Plan will also describe Program specific information on the four HUD Community Planning and Development Formula programs, Community Development Block Grant (CDBG), Home Investment Partnerships Program (HOME), Emergency Shelter Grant (ESG) and Housing Opportunities for Persons with Aids (HOPWA).

The State invites all citizens, public agencies and other interested parties to review housing, economic development, community development and homeless needs; review the proposed use of funds, review past program performance and the Analysis of Impediments to Fair Housing Choice and provide comments.

In order to allow the public to review the Draft Program Documents for CDBG and HOME prior to the Public Hearing, the documents will be available on agency web-sites as follows:

HOME Investment Partnerships Program � Affordable Housing Allocation Plan and Affordable Housing Application may be downloaded from the WCDA web-site at www.wyomingcda.com.

Community Development Block Grant (CDBG) Program may be downloaded from the WBC web-site at www.wyomingbusiness.org.

CDBG Housing Set-aside administered by WCDA may be downloaded from the WCDA web-site at www.wyomingcda.com.

A copy of the Emergency Shelter Grant (ESG) Program administered by the Department of Health Community Services may be obtained by calling Jim Rolf at 307-777-8652.

State Oil and Gas Lease Oral Auction Sale Announced

The Office of State Lands and Investments will hold an OIL AND GAS LEASE AUCTION SALE beginning at 9:00 am on Wednesday, June 4, 2008 at the Holiday Inn, 204 West Fox Farm Road, Cheyenne, Wyoming 82007.

The State is offering leases on 200 parcels covering a total of 79,606.31 acres.

All leases will be on the form currently in effect, for a primary term of 5 years, providing for delay rentals of $1.00 per acre. A royalty rate of 16 2/3 %or 12�% of the production, or its market value, will be required by the Board as noted in the lease sale listing.

Bidding will be by oral bid. The minimum acceptable bid will be the advance rental of $1.00 per acre and an additional bonus consideration of $1.00 per acre, unless otherwise announced. Payment of the minimum bid, plus $25.00 filing fee, plus a pro-rate share of the cost of advertising which will not exceed $0.12 per acre, must be paid on the day of the sale. The balance must be paid in full within ten (10) business days after the date of the sale. Personal checks may be used. Cash will not be accepted.
